The Shepherdstown Public Library Foundation is an independent 501(c)(3) non-profit charitable organization dedicated to supporting and promoting the staff, programs, resources and services of the Shepherdstown Public Library.

About 75% of the library’s budget is provided by public funds. Other charitable organizations, including the Friends of Shepherdstown Library, and the Nourishing Literacy Giving Circle, are instrumental in helping the library cover the difference between its public funding and its budgeted operating expenses. 

 

However, the existing sources of funding are inadequate to help the library grow.  The library budget cannot support the additional staff, programs and services that the community needs; it relies on volunteers donating their time where it cannot afford to hire full-time staff, and it must make difficult choices between programs and services where it cannot afford to operate at its full potential.  Moreover, the library faces unexpected risks to its budget: the possibility of reduced public funding, and unanticipated problems, building needs or capital expenses.

 

SPLF dedicates its resources toward building an endowment and a reserve fund.  The endowment will help ensure the long-term independent financial security of the library and allow it to expand its staff, training and resources.  The reserve fund will allow the library to cover unanticipated expenses not built into its budget, so that when such issues arise, the library will not have to cut staff, programs or services in response.
